 A device used to provide insurance to those who cannot obtain insurance in the voluntary market (the group of people who cannot find insurance is also known as Residual Market). Premiums are usually determined for this group on the basis of that group's experience (Experience Rating). Profits and losses of the business are distributed among all insurers, according to their proportion of the voluntary market. Certain companies (called carriers) issue policies for the Joint Underwriting Association and handle claims.
