Overview of Research and Implementation Activities

April – November 2010
 
  • April 2010: Insurance initiation workshops completed - These workshops are the first step in the process of launching insurance. Members of the treatment population and implementation staff are brought together for the first time to discuss and plan the process of rolling out the insurance scheme. One workshop was held at each site, where the rollout process discussed and the timetable was finalized.
  • May 2010: Baseline quantitative research completed – Over the course of March to May 2010, 5214 households were surveyed on topics including health status and spending, household income and expenses, insurance understanding and socio-economic status. Sub-sections of these households were also surveyed on topics of insurance understanding and income levels. In addition, 1,664 patients who were accessing care from a wide variety of health care providers were interviewed on their medical expenses.
  • July 2010: Baseline spatial research completed – Over the course of June and July 2010, 3,092 healthcare providers were interviewed about their services and prices. The survey covered all providers used by inhabitants of the three project areas, from unqualified rural practitioners to major public and private hospitals. In addition, all study locations (villages, healthcare providers, road networks) were fully mapped, using a combination of GIS and satellite imaging.
  • August 2010: Baseline qualitative research completed – Qualitative research was completed in two waves, the first taking place in January and February of 2010, and the second in July and August of 2010. In all, 174 FGDs and 108 KIIs were completed with local population and healthcare providers, covering topics of health behavior, risk behavior and social capital.
  • September 2010: Benefit options consultations undertaken - This workshop brings together implementers and community leaders to design 4-5 insurance benefit packages for the community to choose between. Workshops were held at all three implementation sites in September 2010, and community leaders were able to select an appropriate benefit package for their respective communities. The price of each package was also calculated.
  • November 2010: Insurance awareness campaign launched - As of November 2009, insurance awareness campaigns had been launched in all three sites. The insurance awareness campaign is an integral part of the implementation process. Over an 8-week period, potential members of the insurance scheme take part in a range of targeted activities, providing education on insurance and details of the CBHI scheme in their area. Each campaign continues for 8-10 weeks.
