Introduction

“Developing Efficient and Responsive Community Based Micro Health Insurance in India” (hereafter “EC-FP7”) is a joint project of the University of Cologne, Erasmus University, 3 Indian NGOs (Shramik Bharti, Nidan, and BAIF) and the Micro Insurance Academy (MIA), New Delhi. It is supported by the European Commission and aims to examine a new model of Community Based Health Insurance (CBHI) that is affordable, responsive and inclusive. The project is currently setting up 3 CBHI schemes in 2 states in India. These schemes are being monitored and evaluated to determine the impact of CBHI on access to health care, financial protection, and the quality of healthcare supply. As part of this work, the EC-FP7 project will undertake a small Household survey in January and February 2011 at the three project sites: Pratapgarh and Kanpur Dehat Districts (U.P.) and Vaishali District (Bihar).

Survey Details

The following numbers of interviews are to take place:

  • 350 at Kanpur Dehat, over 42 villages
  • 350 at Pratapgarh, over 15 villages
  • 330 at Vaishali, over 34 villages

At each site, two thirds of respondents will be administered a brief 10-minute interview, and one third of respondents will be administered a longer 30-minute interview. All respondents were previously contacted in a first round of interviewing in March-May 2010. The MIA will supply their contact details in advance.

The villages being surveyed are in rural areas, located 80-120 minutes drive from major cities, and 10-30 minutes drive from block headquarter towns. Most respondents are affiliated to our local partner NGOs, whose staff will facilitate work in the villages and contact with respondents. The MIA's local researchers, who are permanently based at the survey locations, will supervise and assist the survey company. Further supervision will be provided by MIA research staff in Delhi. Following completion of the survey, the MIA will require the paper copies of all filled interviews to be surrendered to our offices in New Delhi.

Staff Requirements

We expect to employ 10 people: 8 interviewers, split into two teams, and 2 supervisors:

  • Interviewers: must read, write and speak Hindi (local dialect) fluently. Must be experienced in conducting survey interviews. Knowledge of English an asset.
  • Supervisors: must have a fluent command of Hindi (local dialect) and English. Must have considerable experience in both interviewing and field management surveys.
  • Travel, accommodation and food for these survey teams is to be arranged by the survey company.

Timetable

The provisional survey timetable is for three weeks of surveying:

  • Uttar Pradesh Training, Jan 24-25: Two days of training will be provided by MIA staff. Location for the training will be Allahabad. Survey company will organise venue.
  • Pratapgarh Surveying, Jan 26-30: Surveying should take 4-5 days. Two jeeps/vans will need to be rented to facilitate movement from one village to another. Interviewers and supervisors should be accommodated in the nearby block headquarter town during the survey.
  • Change of Location, Jan 31: Team moves to Kanpur Dehat ·
  • Kanpur Dehat Surveying, Feb 1-5: 5 working days should be required, due to longer distances between villages. Two jeeps will need to be hired to facilitate movement from one village to another. Interviewers and supervisors should be accommodated in the nearby towns during the survey.
  • Vaishali Training, Feb 7-8: Two days of training will be provided by MIA staff. location for the training will be Patna. Survey company will organise venue.
  • Vaishali Surveying, Feb 9-12: Surveying should take approx. 4 days. Two jeeps will need to be rented to facilitate movement from one village to another.

Interviewers and supervisors should be accommodated in the nearby block headquarter town during the survey.

Call for Bids

We invite bids for above described survey in Pratapgarh, Kanpur Dehat, and Vaishali districts. Bids should bear in mind the following conditions:

  1. These Terms of Reference refer to all three districts mentioned above; bids must cover work in all three districts.
  2. Bids should specify a unit price per day for both interviewers and supervisors, broken into wages, food, travel and accommodation costs.
  3. Costs for the two training venues, and any additional overheads (stationary, head office time) should be listed separately.
  4. Bids should outline the relevant experience of your institution, and contact details of contact person(s) at your institution.
  5. The bid need not include survey printing, data entry or data analysis services.
